  • Lack of details - mostly non-responsive to FOIA requests; no sources for cost projections;

  • Bonds’ long term debt model is not accurate w/pending property deflation (assumes constant population growth);

  • Impact unclear illegal immigration plays in $2 Billion Bond. It's illegal to ask if student is “illegal”(no birth ID, vaxes, etc.). Sen. Springer says “$5-8 BILLION/yr to educate illegals”.

  • Growth rate/associated student enrollment data not well understood (new movers, illegals, etc.).

  • Bad timing - high inflation & interest rates, wage stagflation & supply shortages; may hurt seniors on Fixed

  • Income

    • The last (30 year) bond was 5 years ago.  Are we going to have a new bond every 5 years?

  • Bond Committee stacked w/friendlies (148, of which, 50 don’t normally attend meetings; 50-60 school employees, plus friends, vendors, students).

  • 2023 Texas property tax relief bill reversed by adding more CISD debt and increasing taxes

  • CISD = #8 in Total Debt & Avg. Daily Attendance hrs. + $2B in add development = one of highest in Texas.
  • 2019 - Vendors contributed ~ $100K to pass Nov. bond!

  • $5.8 Billion in long-term debt over 25 years, with a downturn in the economy, is unsustainable!!

  • Recomendation:  Vote AGAINST all 4 Props
