My name is John Nicks and I am running for Precinct 21 Chair. 

I'm a successful business owner across Houston, Lifelong Republican, State Convention Delegate, and a Montgomery County Resident for 14+ years.   I believe all politics are local and I am ready to fight the fight.

Our current precinct 21 chair chooses to do nothing to grow the party and very rarely attends the CEC meetings.  I believe we need to have someone active and ready to get out and block walk, make calls, and do everything in their power to keep 21 Red and Make Pct 21 Better Again!

PROS:

  • Conservative ideology (including Free Enterprise);
  • Has willingness/desire to make MCHD more efficient and "cut" taxes;
  • Active politically and at polling locations;
  • Dependable and faithfully attends MCTP meetings and believes in MCTP Values;  
  • Believes employees should be able to carry at work.

CONS:

  • Not prepared for this position, unprepared for the job;
  • Lacks the background and experience to oversee a 50 Million Dollar health care budget, plus, business; 
  • Lacks specifics for issues asserted;   
  • For salary caps;
  • Lacks confidence for the postion required.

Questionnaire

General

Should the Medical Director answer to the Board?

I believe the Medical Director needs to answer to the Board and the CEO, Randy Johnson.

Do you believe Board members should be allowed to ride along with EMS crews and spend time with Alarm and other departments?

Yes, to build rapport with the MCHD Employees especially the EMS Crews and Alarm.

Do you have any experience with EMS or medicine?

Yes.  I have experience working in the ophthalmology and optometry specialty, where I was an insurance verifier and used OfficeMate and Crystal PM EMR software. I also have over 1 year’ home health office experience where I scheduled nurses to see the patients, followed up on patient hospitalizations, created doctor’s orders for continuation of care.

Why are you running for this office and what 3 major goals do you want to be measured by if you are elected?

Why I am running:

To lookout for the best interest of taxpayers, and to listen to the concerns and needs of MCHD Employees without any form of retaliation from their supervisors and to also listen to the concerns and needs of the Montgomery County Citizens.

 

My 3 major goals would be

1.  Transparency

2. Restoring Integrity of Montgomery County Officials

3. Support lowering the tax rate.

Do you support spousal benefits for same-sex partners of State & County employees? Please explain your reasons.

A big strong NO!   I believe marriage is between one man and one woman.  That's the way GOD designed marriage to be!

Should Health Care Assistance Patients be required to have drug testing in order to receive assistance?

Yes. I believe that all HCAP patients should be drug tested at their initial and at each 6 months follow-up appointments. If they pass the test then they are good to go, but if they fail then they must going to a rehab drug problem and once they have completed that program then they would be allowed to be on HCAP. If they refuse or quit the program before they are finished then they would be denied HCAP Benefits.

 

Budget

What is your opinion about Merit Pay versus COLA pay raises?

I am all for Merit Pay.   Those that work hard and loyal should be rewarded.

What is your opinion about salary caps?

I'm against it.

Should any first responder injured in the line of duty have their ambulance charges absorbed by the District?

If it's a MCHD employee that is injured in the line of duty, I would suggest that we use our workman comp insurance first then cover 100% of the remaining after that. 

If it's a non-MCHD employee like a Montgomery County Sheriff's Deputy, then I would support that we bill the county for the service since they do not have workmans comp.

Should salaried employees be paid overtime?

I'm against it if they are doing the same position that they are paid salary to do, but  I'm for it if they are doing a different position for what they are paid for to do.

Spending

Is it the responsibility of the Board to monitor the spending of the District and verify expenses?

Yes, to control and cut wasteful spending.

Should the District be involved in the transfer of patients, where ALS(Advanced Life Support) is not required?

I believe MCHD EMS Service as it now should be remain in the process of what it is doing now, and leave the rest of the stuff for the private sector.

 Is it better to build stand alone EMS facilities, co-locate with fire departments, or purchase existing facilities and modify them?

Co-locate with fire departments i and if that is not available then I would support purchasing existing facilities and modify them.

Taxes

Do you support or oppose increasing and broadening the Sales Tax to reduce property taxes? Why?

Oppose, I am all for leaving the system the way it is now with MCHD being funded by the property tax. I believe when it's all on the sales tax it's going to hurt us even more.

1st Amendment - speech, religion

Should Board members have open lines of communications with all employees of the District?

Yes.

2nd Amendment - guns

Should Hospital District personnel be allowed to carry while at work?

Yes. I am strong pro 2nd amendment, and if the MCHD employee or board member has their LTC/CHL then I would support them carrying their weapon openly while on MCHD property.  For the EMS field staff, I would request that they follow and not carry if they enter a business with both a 30.06 and/or 30.07 sign visible or requested by a patient.   I would also be okay if any board member, staff, or the public wanted to open carry at the monthly board meetings.

Ethics

Should District employees have open lines of communications with Board members, without fear of reprisal?  Why or why not?

Yes. If the employees fear they can't trust or talk to their supervisor about an issue, then they should be welcome to talk to a board member without any retaliation.

Do you believe the Board should have access to all MCHD reports and records, excluding patient records?  Why or why not?

Yes. Board members need to make sure everything is running smoothly, and Reports and records help board members see that.

Should Board members have complete access to all areas of the District?  Why or why not?

Yes, to ensure everything is running smoothly.

The Board is to set Policy, should it have any say in procedures?  Explain your rationale.

I believe procedures should be left up the department heads and they should receive input from their employees and the board members.

The Board is not supposed to micro-manage, but should they trust and verify?

I believe the board to watch CEO Randy Johnson like a hawk, including viewing all of his reports including expense reports, any reports given to him and to read all his emails received and sent.

I would support Randy Johnson watching the department heads like hawk and in return those department heads watching their employees like a hawk.

If there is a bad employee or one that is not loyal to MCHD, then we should get rid of them

If there is a good employee and is loyal to MCHD, we should promote them.

Transportation

Should Disrtict employees take home District vehicles and if so for what purpose?

Yes, for the EMS Director & Assistant EMS Director to get to scenes quickly, and for the Radio Systems Administrator  and Radio Foreman to get to the scene when a MCHD radio goes off line or needs unscheduled maintenance to ensure 100% operating ability.

Should District employees living out of the county take home emergency vehicles?

No for all vehicles .
