Luis Granados was born in  Peru where he graduated with a Bsc degree in Mechanical engineering.On one of his trips to the USA related to his job assignment met some individuals in Academia who considered his background interesting and invited him to pursue an advanced degree at the University of Missouri-Columbia. Accepted the invitation and came to the USA in 1984 to pursue a MSc in Nuclear engineering and later on to pursue a Doctoral in Mechanical engineering.

After graduation and becoming a Naturalized Citizen, worked for several large engineering companies including Curtiss Wright and General Electricto to finally settled on a compay he set up with some associates providing industrial equipment to utilities and refineries mostly abroad.

For the last two years or so, dedicated his weekends and free time to act as a math tutor for the LSCS. It was a very rewarding activity to serve to the mostly minority community.

General

Do you think The Woodlands should become a city or remain unincorporated? Why or why not (what are some of the pro's and cons)?  And if so, when should incorporation occur and why in that time frame? 

Whatever gives The Woodlands more power to face the Montgomery County Commissioners and to the Hughes Corporation (Woodlands Develeopment Co).

If that is the case I would support the conversion into a city.

If that is not the case AND would increse the financial burden to the citizens and property owners I would object it.

What are the three main attributes that make you the most qualified for this position?

1-Being an engineer i think clearly for a living, I dont let my emotions or personal preferences to disrupt what is the best for the

community as a whole. The interests and welfare of the majority prevails over the individual interests.

2-Democratic values, everyone should have the right to express his or her opinion without being ostracised or subject to ridicule.

3-Honesty and indepent judgement to not to follow the herd when my values are in disagrement  with the majorty.

Are you in favor of allowing the residents to vote on the incorporation question once the incorporation planning process is complete? Why or why not?

Absolutely but they first need to be given the pros and cons on the decision and as usual the why?

Why do we need to incorporate? Because it sounds more important to be a city than to be a Township?

Because there are some benefits and credits from the federal government that the new city would be entitled to?

Because as a city we could face to the Woodlands Development Company on a better terms to coordinate the

construction of apartment buildings?

Should board members actively engage with other government entities to fight to reduce burdens placed on them by other taxing entities?

Of course they should.

In fact the way that presently they are engaging MC Commisioners and other government agencies is on a disandvantage

since they dont have a voice or vote to make democratic decision because of the lack of power.

This lack of power have converted the Woodlands Board of Directors on a glorified social club to enforce the covenants.

This is the main reason why I am running for Position 2

What are the advantages/disadvantages of Economic Development Partnerships?

The advantages are self evident since the public-private partnerships are a dynamo to generate investments, create jobs and reduce the burden on the  residents.

These types of partenerships are a success around the world when the contracts are well written to generate win-win results.

This could be applied to tourism, transporation, maintenance, utilities and public services like law enforcement.

Are you familiar with the FTA grant requirements that enable Federal Funding for the Park and RIde and Trolley services? Would you try to modify those agreements? Why or why not?

These agreements would have to be modified one way or another to incorporate more buses and/or more frequency given the pandemic.

In the future, if the rail from Houston to Dallas make a connection in the Woodlands, that would force to change the routes to feed to the

high speed train instead of going all the way to Downtown Houston on both ways.

Budget

As a representative of a Top Rated Master Planned Community, what are the challenges you see with balancing the expected ammenities and the increasing costs with property taxes associated with them?

Ammenities are not the main consideration which would increase the taxes for the property owners.

Taxation to support the educational system and the hospital system are.

We used to have some little boats taking tourists on the Woodlands Lake. These boats were removed arguing that they were damaged during hurricane Harvey.

I personaly inspected these boats and did not notice any damages which would require to get rid of them.

That gives you an idea of the exhuberance and vertical decision making priocess by which the present Board of Directors are treating most of the issues affecting The Woodlands.

The Lone Star College System forced a bond for the construction of the new campus on Magnolia. The Chancellor and Vice Chancelor were warned (by me) that the new campus would not be necessary becasue the students were taking classes on line anyway (before the pandemic).

They disregarded the commend and got the funds from the bond..

These bonds are an IOU and would have to be paid by the residents.

These two examples of waste give you a vision of lack of fiscal discipline.

What are your thoughts regarding the 2020 Preliminary budget ?  Do your support it in full and if not what do you object to?"

I will propose a Zero Based Budget.

Its time to stop the scam of increasing the previous year budget based on assumptions which exist on the imagination of the Board of Directors and backed up by nothing except a spreadsheet filled out by someone who is very generous with other people money.

Should the economic development reserve fund serve as a general fund, to go to multiple projects such as ice-rinks, museums, buildings, street repairs etc. or should it be a project specific only account?

Economic Development means the investments made to improve the quality of life of the residents and the fund should be used to satisfy that criteria only.

Should the township be funding non-profit organization events such as Interfaith luncheons, senior pick-up services, Education for tomorrow luncheons, etc...with tax dollars.

What are your thoughts regarding the 2020 Preliminary budget?  Do you fully support it in full and, if not, what do you object to?

I support a Zero Based Badget to review all the real needs an application of funds based on constraints instead of exhuberant and waste.

Taxes

What is your position on the Homestead, Over 65 and Disabled Exemptions available to the residents of the Township?

I would agree with that since elderly people has worked all their life and its time to give them a break to enjoy their last years on peace and confort

With The Woodlands reaching full residential build-out, what do you think the Township should do to generate additional non-property tax revenues to maintain services without a property tax increase?

To become a tourist attraction with major amusement parks for the children and adult entertainment with bars and places where young adult can interact.

As it is right now is a boring place but it has the potential to become a major tourist destination with the proper admistration.

It's been reported that The Woodlands comprises only 20% of households in the county, yet provides almost double that (38.5%) of the county total in property taxes. What would/could you do to correct this gross imbalance of tax inequity?

We need to balance the budget creating new sources of income like the tourist destination mentioned before.

The County Commissioners know that they have the goose with the golden egg on the Woodlands and despite of this they are in communication with Harris County Commissioners to close the loop.

Unfortunately for them the unforseen consequences will be that conecting Harris with Montgomery would kill the Woodlands by over population, increase in the number of roads, widening the roads, deforestation and forcing the wild animals out of tehir natural habitat.

We need Directors who will defend the interest of the Woodlands against the Commissioners and the Hughes Corporation..

What are your thoughts about the community using the board to promote certain social justice agendas? Should the board maintain neutrality since they represent broad views of all residents?

The Board should be integrated by technocrats instead of snake oil salesmen (and saleswomen)

They are not there to save the world just to protect The Woodlands and the interests of the property owners.

Transportation

What are the 3 most pressing mobility issues in The Woodlands and what is your preferred solution to each?

1-Irrational budget

2-Irrational construction of multi family buiding complexes

3-Deforestation

Commissioner Riley is actively planning the extension of the Mansion's Way parkway. What should the Township do to prevent a flood of cut though traffic on Woodlands Parkway?

Commisioner Riley is making very foolish decisions but he is not the only one since Com. Noak is also doing that.

The Board of Directors as it is now does not have the power or the will to face these incompetent people at the County level.

That is why I am running to find a way to change this before its too late.

Mr Bunch is not going to do anything to get the power that the Board needs and the others are aligned with him.

I don't know which interests they protect but I will find out.

That is the reason that I need your help.

 

What is your opinion of the WRUD (Woodlands Road Utility District) and how is it useful and what's the downside?

1-Protect the Woodlands from MC Commisioners and the Hughes Corporation

2-Stop the deforestation caused by the expansion of the roads due to multifamily buildings construction.

What do you perceive to be the biggest threat to our community within the next 5 years?

The agenda by the MC Commissioners and the Harris County Commissioners to connect both counties to the detriment of the Woodlands

With new legislation (HB347) prohibiting annexation of smaller communities by larger/adjacent cities unless approved by voters, is The Woodlands still obligated to pay-off Houston ($1 million) and Conroe ($500,000) for that purpose?

I dont have enough information but I would fight to teeth to avoid it

I am a (very) conservative Republican admirer of Milton Friedman and Paul Samuelson, however when I see some stupidity made by another Republican like Comm Noak, I will go against him to protect The Woodlands and stop the deforestation
