My name is Jennie Stephenson and I am seeking re-election for the position of Precinct Chairman for our voting precinct #86. I became your precinct chairman when I first ran for election two years ago, achieving 71% of the vote.

I believe that I am the most experienced candidate for this position. I have worked hard for our party, Montgomery County Republican Party and the Republican Party of Texas, in the last 4 years. Prior to that I lived in another state where I also served in the capacity of Republican Precinct Chairman. While out of state, I served as the President of the Legislative District Club for three terms, campaign manager, delegate to the County and State Conventions for many years, Chair for the Bush Cheney 2004 campaign for a county of 800,000 people, and served as a delegate to the national convention in 2004. I volunteered for many campaigns in many capacities over my 30 years of activism. I challenged some illegalities of a local labor union at my workplace and following success at that, I was ultimately invited to join the Board of Directors for the National Right to Work Committee, a position I still hold. 

Since coming to Montgomery County, I have continued my Republican activism and volunteerism. I have worked at headquarters, served on the board of the Lake Conroe Republican Women, am currently on the board of the Montgomery County Eagle Forum, and a member of the Liberty Belles Republican Women. I have attended almost all of the County Executive Committee meetings, even before being elected as Precinct Chairman. I serve on the Community Outreach Committee and have worked at our booths at various fairs/festivals and participated in two parades with our party float. I have attended all Senate District Conventions and both State Conventions as a delegate in the last four years. I am also serving on the MCRP Victory 2020 committee.

I am a dedicated, lifetime Republican who would like to continue to serve as your representative on the MCRP County Executive Committee. I would appreciate your vote. We have a very serious and competitive race for President of the United States in November and the Democrats have targeted our state. It is time for the most experienced and dedicated people to be elected to his vital position.

Questionnaire

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

I believe the most important issue in this race is the severe fracture in our party between those who want to follow the rules and bylaws and those who don’t. I am a believer that rules and bylaws are valuable tools to prevent divisions and promote order. I believe that I have demonstrated my willingness to vote according to my Republican values and principles. I have consistently supported the new bylaws and would address this ongoing problem by continuing to support the bylaws and the RPT platform. To the extent I can, I will work to assist other candidates that also follow rules and bylaws.

Another issue of importance to me is identifying our solid Republican voters and encouraging them to vote. in other words, Get Out the Vote. I need to develop a team to help me with this. (My precinct was diivided and I lost many of the folks that I had come to know.)

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have. 

The Republican platform is an excellent statement of Republican values and principles and I don’t have issues with it. It is disconcerting when not all Republicans follow the platform and in fact, work against the values. The platform should be a unifier of Republicans everywhere. 

What differentiates you from your opponents?

I have extensive experience as a precinct chairman and Republican activist. I have attended CEC meetings before being elected...for two years. I enjoy doing the work of our party to grow our database of identified Republican voters. I love politics and stay informed on the issues.

Actually, all of those suit me. Unfortunately, there are some Republicans who are “Republicans in name only.” I am not that kind of Republican. If I have to choose just one group, I would probably identify as Tea Party.....being a TP activist since April, 2009.

Please list 3 federal agencies that are popular in our culture and should be abolished

Department of Education

Department of Commerce

Department of Interior 

While the IRS is not “popular”, it would be nice to scale them way back if we have a fairer and simpler tax. 

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

Human nature being what it is, being a politician can be an ego enhancer that encourages these folks to continue to run for office when they should step down. Unfortunately, many politicians seek re-election to enhance their egos rather than to serve constituents. They are no longer “citizen legislators” as our founders intended. So yes, terms should be limited. Losing good public officials due to term limits is unfortunate though.

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

I want to be a resource to my constituents concerning the activities of the RPT and the MCRP. I want to have every Republican identified and voting...that is, my GOTV will be effective. I want to publish a meaningful quarterly newsletter. I also would like to be a resource to my constituents concerning the candidates. 

Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

The current system with thousands of pages of rules and forms is far too complicated and requires too much time and significant financial resources to attempt compliance. It has also been used to target conserative groups. 

I favor a tax that is simpler...whether fair or flat. It would save time and financial resources for millions of Americans. 

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

I am a strong supporter of any attempt to reduce property taxes. They are too high. It was a very successful resolution in that the commissioner’s court then implemented the 20% homestead exemption! These kinds of successes by our party organization speaks well for the value of a strong, conservative CEC and the need to elect Precinct Chairs that will seek more of such opportunities to serve our constituents. 

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

Individual right.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

The Tenth Amendment leaves all governing decisions that are not enumerated in the constitution to the states or the individual. Frankly I believe that this is the most abused amendment. The federal government has grown monumentally and its tenacles reach far into the states. This is not what the founders intended! 

I would like to see some states attempt to take back their rights by challenging the federal government’s overreach. I do not know the manner or protocol for the states in which they nullify a federal law for the citizens in these states. The states should follow the protocol that exists and the feds should honor it. I would hope and pray that states could challenge the feds without needing to use armed conflict. I would also hope and pray that the feds would cooperate without states needing to threaten to secede. 

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

I am opposed to abortion regardless of funding source.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

A child has his// her own DNA at conception, separate from his/ her mother. I will support proposed laws in the legislature that will abolish abortion. This may mean making phone calls, going to Austin to testify, sending emails, etc to my representatives in the House and Senate. 

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

It makes no sense for a parent to be taxed for public schools while paying also for private school. Parents should be able to direct their tax dollars to the school of choice. I do support public schools as well (I attended public school) but over the last several decades, they have been teaching socialist principles and new, more “tolerant and diverse” social norms. Our culture has therefore shifted to the left. If tax dollars are directed to the school of choice, it might prove an incentive for the public school system to improve in the academics and do less of the social engineering to prevent the exodus of students. 

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

I believe that precinct chairs should be able to recommend candidates if they wish and if they are asked. They need to be educated about the candidates and the issues so that when asked, they can relate the pros and cons for each. I don’t think it should be a problem for a PC to state their preference for/ against a candidate or issue. Then let the voter decide.

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

Speaker Bonnen is not going to run again. This is a good thing. If the quid pro quo is illegal he should be charged.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No.

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

We need to ask the border patrol experts what they need to improve our border security. Then we need to provide what their recommendations are. If they suggest a wall and increased patrols, we should build the wall and increase the number of border patrol agents.

Amnesty comes in many forms.  What's your view as it pertains to Texas?

As it pertains to immigration, I don’t know how to answer this question. 

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

I support it. Voters need to have some control over the taxes that get imposed on them. 

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

No, I was new in Montgomery County at the time and I live in Conroe. I did not know anything about it.

Other

What does being a conservative mean to you?

It means LESS government. It means MORE individual freedoms to become whatever you want to become in life. Economically, it has allowed more prosperity in our country than any other type of government before us. At the core are the principles of individual effort and personal responsibility. It reinforces the behaviors that bring order and justice to our society. This country was founded on conservative principles and even though there has been tremendous federal government overreach in recent decades, it is important that our elected officials also be conservative in their thinking and behaviors. 

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?

Absolutely I do. They were properly presented and acted on. The rules were followed. It was done correctly. I have been a precinct chair in another state that operated under similar bylaws and they supported excellence and increased involvement in the county party activities.
