Who is endorsing you and what is their relationship to you?

I have no endorsements at this time.I feel the voters of Prct 1 gave me there endorsement last election and if it is their and God's will I will return.

Who has ownership of the land below and the air above and how far of each?  Is groundwater considered a person’s private property under the Texas Constitution?

The private property owner.Groundwater is, by Texas Constitution and upheld by Supreme court of Texas ,property of landowner.

What aquifer or aquifers does LSGCD regulate?

Chicot,Jasper,Evangeline . We don't regulate the Catahoula but we do permit the wells and charge a very small pumpage fee.

In your opinion, does Does Montgomery County have a water resource or regulation problem?  Why?

I feel we have a regulation problem. Under old rule not all people were treated equally. we had rules for different groups depending on amount of water pumped. All property owners should be afforded the same rights. As we all know the domestic (mom and pop)wells are protected by statute but nonexempt wells must follow rules and they should be fair and equitable'

Should an aquifer be regulated based on its physical boundaries, or based on the boundaries of political subdivisions of the state?

Aquifers know no county or state lines. This is why districts pumping same aquifers must have good communication and relationships to protect their constituents water.

Will you vote to require a supermajority vote to approve bond elections?

I don't feel like our country was founded on a supermajority voting system. Sound to much like "SUPERDELEGATES" from another party.

I don't feel qualified to make recommendations to adjust the budget but will continue to monitor closely expenditures of district to trim any excess. I feel as in any organization it is our sworn duty to manage our resources in such a way as to not spend needlessly and carelessly but at same time maintain a strong and stable balance sheet to assure we give the taxpayers a district that can continue to do the job mandated by our Constitution. we as a board  were able to lower pumpage fees by 20% this last year and still maintain a strong organization.

No unless for some reason it becomes impossible to secure three

No because it would be counterproductive to use taxpayer money to lobby against taxpayers.

I work with Texas Farm Bureau and Montgomery County Soil and Water Conservation Dist 452 in a volunteer capacity to visit legislators about bills or issues related to our industry. Farming,timber,water quality,conservation,flooding,emminent domain,etc

When and how was the LSGD created?  What are the duties? Where is their authority derived?

LSGCD was created in 2001 through HB 2362 of 77th Texas Legilature. It was confirmed by voters of Montgomery County on November 6,2001 with 73.85% of vote.

LSGCD is statutorily mandated to conserve and protect groundwater resources in Montgomery County.

The authority is derived from Chapter 36 of Texas Water Plan

In 2009, the LSGCD mandated a 30% reduction on water withdrawal from underground aquifers.  On what scientific data was that decision based on?

What actions should the LSGCD take to implement change that would result in lower water rates for consumers?

There's very little we as the LSGCD could do to result in lower water rates except to assist producers thru good science to find ways to produce and transport water cheaper. We have lowered our fees by 20% in last year but that is only a minute part of water bills

Explain SJRA's reason for suppyling surface water to enities?

SJRA has a product they must market to maintain themselves.Surface water when it can be produced competitivly is a viable product.

Would you be in favor of consolidating all of the County's water sources under one elected regulatory body? Why or why not?

NO; I believe surface and ground water regulators should be separate. Competition is good and the methods of production are so different

Water rights are a private property right of the landowner !

No The production of groundwater has no bearing on flooding.I think we need to stay in our lane.

Yes, some subsidence will occur naturally because of earths movement

GMA14 is a subdivision of counties sharing a common aquifer and share information to make each others duties of regulating these aquifers more on the same plane. Holding each other to a standard. GMA 14 sets DFC,s or Desired Future Conditions, a set of conditions 50 years out that we must manage our water in such a way to assure we can meet them.
