I have resided in montgomery county for 11 years. I live in magnolia. i am married for 48 years to the same woman. I have 2 children and 4 grandchildren.love the outdoors and hanging out with my family 

I work for a consulting firm. i have coached senior executive of the largest companies in the world. I  also do a fair amount of public speaking, writing and thought leadership for my company.

I am a conservative both socially and fiscally. I donate to several organizations some charity some political such as the republican party and the NRA.

What makes you qualified for this office?  Name three main reasons you believe you’re the best candidate for this position?

1. I am ataxpayer and have lived in Montgomery County for 11 years.

2. i have worked with and assisted leaders in major businesses around the world for the last 29 years.

3.i understand how an organization should work both operationally and ethically. i also understand the concept of accountability and transparency to stakeholders as well as the context of trust and representation.

4. i am angered by the fact that this organization without representation has run roughshod over the residents of montgomery county over water rights.  This unelected group has imposed an oppressive tax on the residents of montgomery county and with highly suspect means. i am questioning if the premise of surface water are even valid in montgomery county 

In your opinion, does Does Montgomery County have a water resource or regulation problem?  Why?

the water problem in the study by the Bush school of government independently determined the problem is regulatory and no resource driven. they stated this conclusion. The hydrogeologist who were representing the LSGCD testified that the aquifer was full, and furthermore there was no subsidence in montgomery county. the aquifer by all accounts has over 180.000,00 acre feet of water in it. all of the lakes in texas combined have less than 35,000,000 acre feet of water. it is the case that the artificial pumping limits were arbitrarily arrived at. it was 64,000 acre feet per year. the best studies say that we could pump 200'000 acre feet per year for 200 years and only lower the aquifer by less than 2%.

so yes regulatory shortage.

Is this position currently fulfilling its obligations?

no it is actually overstepping its obligations to te citizens of montgomery county. 

What are the 3 largest challenges currently facing this position/office and your road map to address them?

the three challenges that are the biggest are

1. To bring an acceptable level  transparency on the future and the past.

2. To understand the true true interworkings on the LSGCD and the SJRA and why their is an alliance and combining of powers to accomplish a goal that is not at all likely deemed necessary

3. To bring fiscal responsibility to the water issue.

There needs to be an outside third party audit of the financal, regulatory and legal operations of the district.

 Creating a strategy that assures the most affordable and sustainable water for the citizens of montgomery county

creating a mechanism for assuring complete transparency going forward as well as more citizen engagement.

Who has ownership of the land below and the air above and how far of each?  Is groundwater considered a person’s private property under the Texas Constitution?

i believe that the property owner owns all below and above their land with no limits. personal property is just that and the owner has the right to control their property

Are you familiar with the enabling legislation and any subsequent legislation regarding the LSGCD creation, powers, authorities, duties, etc.?

yes from 2001 forward i have a basic understanding of th evolution of this entity.

What impact does the LSGCD have on our water bills?

my water biil is almost doube from the LSGCD pass thrus along with the SJRA

Who is endorsing you and what is their relationship to you?

RAW, Betty Anderson and hopefully you guys so far as well as the Golden Hammer. They are people who have vetted me and believe i am going to act in the best interests of the citizens of montgomery county. no other relationships

Should an aquifer be regulated based on its physical boundaries, or based on the boundaries of political subdivisions of the state?

physical is the only way to protect personal property rights

What special interest groups have you belonged to or attended meetings of? Include business, social, civic, educational, environmental or any other cause for which you have advocated or supported with time or money.

none thus far on belonging and attending. i give money to wounded warriors, shriners, suitup ministries, i also belong to a small group who privately helps retirees who fall on hard times.

What impact does the LSGCD have on our water bills?

dramatic increases in the cost of our water.making it a hard issue for many in the geat county

Do you support fair and equitable rules for all owners of the common reservoir?  Do you believe that a “common reservoir” is the same as an “aquifer” or “aquifer subdivision”?  Explain.

yes.

The common reservoir is all of the water containd in the physical boundaries of that reservoir. for example if i owned a part of a lake i should have a fair chance to use the amounft of wwater i own ie in my property. someone across the lake should not be ale to pump the lake dry at my expense.so the aquifer is the same as a obove ground lake or pond. it can be owned by many but not depleted or unfairly capitalized on by one or more of those on whose property the pond resides on.

Budget

What are the top 3 areas where the budget for this office needs to be adjusted?

i do not know yet. the offices are extremely nice. i look forward to a complete audit and review of how this agency spends taxpayer money. i also look forward to adjusting its budget to the thing that are necessary for the most affordable water for montgomery county. nothing is sacred from staffing and salaries to structue and investments. every thing must be scrutinized to answer thai question.

Do you support using zero-based budget practices for every governmental entity, elected and appointed?

zero based budgeting is clearly transformational and necessary if you are to stay current and take advantages of large opportunities to be the most efficient as possible.

Will you vote to limit budget increases to a factor based on population growth and inflation? Explain.

i will limit budget increases period. i believe in not playing the incremental game. i have found that zero based planning can provide significant budget decreases.

cannot see that happening competition is owed the taxpayer

absolutely no

absolutely and if elected will demand this

absolutely no welfare for these folks

What political party have you affilated with over the last twenty years? Do you believe in that party platform(all of it or % part - if %, please describe what you disagree with?

republican party. i probably agree about 75% of the time. the spending is too high.Their is too much power invested in the top leaderhip of the party.

What actions should the LSGCD take to implement change that would result in lower water rates for consumers?

once again i do not now exactly yet.  i do know the rules about private wells are onerous and written to discourage them. the artificial pumping limits are insane. we have a surface water plant running at 40% whay are we operating it? i believe we have to explore how to unwind from SJRA.

In 2009, the LSGCD mandated a 30% reduction on water withdrawal from underground aquifers.  On what scientific data was that decision based on?

it was not it was based on a need to artifically increase the forcing of surface water on people

When and how was the LSGD created?  What are the duties? Where is their authority derived?

started in 2001, originally given its rights from the legislature. its duties were to assure the conservation of the groundwater resources of montgomery county. subsequently they developed a symbiotic relationship with the SJRA to actually by pass a legislative rebuke of their desire to force the regulatory urdens they have imposed on all.
