Sean and his wife, Melissa, have lived in Magnolia for 7 years. Prior to that, they lived in Brazoria County. They have two young sons. Jaxon Wayne who is four years old, and Wesley Allen who is two years old. Sean is an engineer and currently works at a gas-turbine combined cycle power plant. Melissa is an engineer (TAMU), author, online business systems strategist, and world’s best mother.

For many years Sean has treated politics as a hobby and pastime. Constantly reading, learning, studying, and generally trying to make sure he understands the facts surrounding the latest hot topics and legislation. For a long time, he focused on national politics. But he has recently focused his time and efforts on the state he loves, TEXAS! This has meant getting more involved in our state and local politics. From trips to Austin to being a delegate at county and state Republican conventions. Now he has focussed his sights more narrowly and closer to home, on county commissioners, city councils, and school boards.

Questionnaire

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

Across the county, the most significant issue is the new bylaws. And the question is simple, do you follow rules and precedent, or do you support a rogue organization? I will always stand on the side of rules when the rules are not violating someone's life, liberty, or property. Other than that, all Republican precinct chair races should be about electing the person who will work to put conservatives in office and that is something I am passionate about.

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have. 

I support the RPT platform. However, there are some of the 300+ planks that I do not agree with. Anyone who says otherwise has not read them all as there are several that outright contradict each other.

  • 54 - Article V COS - I do not believe any good can come for conservative causes if a COS was to take place.
  • 63 - Flag Desecration - I do not agree with an amendment making desecrating the flag a crime.
  • 79 - National Reciprocity - It is not the federal governments' place to mandate national reciprocity. More importantly, it would serve as a trojan horse to allow the federal government to begin controlling licensing.
  • 81 - Term Limits - As stated in a previous response, the limits either need to be one term or leave them as is.
  • 90 - Capital Punishment - I oppose capital punishment.
  • 133 - School Choice - As stated in a previous response, school choice opens up government intervention in Texas homeschooling.
  • 138 - American Identity - I do not agree with mandating the Pledge of Allegiance.
  • 153 - Gambling - I do not oppose the expansion of gambling.
  • 207 - Israel - I support plank 205 which conflicts with this plank. We should not send financial foreign aid to any nation except in very specific and approved cases.

What differentiates you from your opponents?

I do not know my opponent and have not seen them take a public stance on any issue to this point so I cannot answer this question.

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

Any term limit beyond one term will be ineffective. The problem with politicians is not how long they have held office. It is their constant desire to be reelected. This makes them make decisions that they believe will make the majority happy instead of doing what is best for their state/country and following their respective constitutions. An 8-year term for a state rep would still mean they spend 6 years worrying about reelection.

So my answer to that question is no.

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

I would want my fellow Precinct 30 conservatives to know they have someone they can contact with concerns and with quality recommendations. There are a lot of moving balls in the world of politics and if you are someone who cares, but has a busy life with family and work, it can be difficult to keep up. So having someone you can trust with recommendations is important. All of this requires getting out and meeting your neighbors and being available.

Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

I do not support any compulsory taxation. In an ideal world, we would fund all necessary expenses through volunteerism. In lieu of that, I do support the FAIRtax. Since it is a consumption tax, individuals have some control over their level of taxation. It gets introduced every year and gets a few dozen cosponsors, so perhaps it will one day see the floor. 

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

Yes. I will always support forcing our government to work with less of our dollars. Especially when those dollars come in the form of immoral property taxes.

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

My rights are God-given, not granted by a piece of paper.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

Nullification is not only a right, but it is also a responsibility. The federal government cannot be the arbitrator of its own rulings and decisions. This was known to be true when our nation was founded. Those original colonies would have never agreed to ratify had the current methods been proposed. As someone who supports nullification, I have to also believe that the federal government should do nothing if a state chooses to nullify federal law.

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

Oppose

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

Conception. I think Christians make the mistake of making a religious argument for this. Quoting that we were created in God's image. While I know that to be true, the pro-life argument does not need to be faith-based. It is a scientific fact that a new person is created upon conception. Choosing any other date is arbitrary. Our state legislature should grow a spine and pass a bill banning abortion. Then revert to my X amendment answer above. We have to stop believing that we will win any conservative battle in the federal courts by appointing the right justices.

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

This is a loaded question since I do not believe there should be federal education funds. That said, I oppose. I used to agree until I talked with more people directly involved in this legislation. Texas has a very free homeschool system. Dollars always come with strings attached. The best way to destroy our homeschool freedom will be to introduce federal dollars. It would be a real-life Trojan Horse.

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

Yes. I will always work to get the best person in office. That means ensuring the best person wins in the primary election. A precinct chair should be working to make their precinct aware of who those candidates are in the primary elections. I would not want to be a precinct chair if my primary involvement needed to end as a result.

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

My opinion of the speaker was already poor from his chair appointments so this event did nothing to change that. I am glad he is not seeking reelection. That said, I do not know enough about the laws to know if he should face legal ramifications. So while I would love for him to resign, barring legal action I do not see any motivation for him to do so.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

The best method to address illegal immigration would be to alter our tax code to go from an income tax to a consumption tax. And then end all federal benefits. This would eliminate the incentive to immigrate illegally. 

Amnesty comes in many forms.  What's your view as it pertains to Texas?

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

Support. Publically funded toll roads are significant conflicts of interest. The government is giving private investors a no-risk loan and the people are the collateral. As such, we should get the final say in the matter.

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

No, I did not. Not because I was undecided. I was not up to speed on the issue.

Other

What does being a conservative mean to you?

It means fighting for a government so small you can barely see it. It means fighting to reduce spending and debt at all levels of government. It means fighting to let people keep their hard-earned income. It means protecting the most innocent lives in our communities. And it means teaching, preparing, and empowering the next generation to do the same. 

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?

Yes.
