Overview

John Wertz is the incumbent chair for Precinct 69 and the has been the Election Judge since 2017.  He's also the former elected Treasurer of the Montgomery County Repulican Party (2018-2022) and current appointed Asst. Treasurer.

In addition, Wertz is co-founder of the Montgomery County Tea Party(MCTP), on the original bylaws committee, current Board member and the appointed Vetting Committee Chair..  MCTP vets local, statewide and sometimes federal candidates. Their candidate selections can be found throughout this website.  Wertz oversees most of the content input on this site.

His involvement as a political activist goes back to 2009/10 days of the No. Houston Tea Party.  He was also a co-founder of the Texas Patriots PAC.

HIs objective is to clean up the corrupt politics in Montgomery County and help get righteous conservatives elected.  This is often at odds w/Uni-Party RINO establishment "iron triangle" types who feed at the government (tax payers) trough.

Acomplishments

  • Co-led effort to enlighten voters to kill the May 2019 wastefully bloated $807 million CISD school bond
  • Worked on a team that pressured CISD school officials to remove $150 million in pork from the new revitalized (and still wasteful) November 2019 bond
  • Along w/activist Kelli Cook, helped shepherd implementation of 20% Homestead Exemptions
    • Pressured county commissioners into implementing a County tax lowering 20% exemption;
    • Parlayed that success over to the MoCo Hospital District, which also implemented a tax lowering 20% exemption;
    • As a result of our efforts, the Woodlands Water also lowered their taxes by implementing a 20% exemption;
    • Kelli Cook and I met w/Woodlands Township Board Chairman Gordy Bunch asking them to consider a 20% exemption(they did not, instead was using income to prepare for Incorporation).
  • Presurred commissioners into removal of tolls from the Hwy 242 flyover
  • Actively involved on a team that brought a statewide referendum that requires voter approval on whether or not they want toll roads, removing the backroom deals between politicians and their developer/engineering donors.
  • On a team that helped to educate the public into defeating the backroom May 8th, 2015 Road Bond (including WPX - Woodlands Parkway Extension).

Questionnaire

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

  1. Get-out-the-Vote (GOTV) in 2020 to defeat any and all democrats. In 2018, our leadership team in Mo. County gave Senator Ted Cruz 40% of his statewide margin of victory over BETO.
  2. As Mo. County Tea Party Vetting Committee Chair, identify and drain the swamp of Democrats running in non-partisan races and against Dems in November.  Also, do the same with progressives running under the Republican banner(RINO's).
  3. Grow the party by recruiting more conservatives to become (re)engaged in the party, from just voting to elected offices.
  4. Expose corruption by our elected officials in our local and statewide offices.
  5. Work to promote Christian conservative legislative agendas developed at our conventions.

 

 

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have. 

Generally speaking, yes, I agree wholeheartedly w/the Platform of the Republican Party of Texas, including the Preamble and Principles, as well.   

Plank tthat I have concerns w/include:

54.  Article V Convention of States:  Even though RPT calls for it to be a "limited" Article V, I'm concened it could get out of hand once they go in session.  Frankly, I don't currently trust the majority moderate Texas Legislature, and more specifically the rogue Speaker of the House. My position is stick w/what we have constitutionally.

 

 

What differentiates you from your opponents?

I'm a lifelong Republican - my opponent was a democrat in her past.  She's also a founding member of a deceptive PAC known as the Republican Voters of Texas.  This rogue group, who're against Tea Party values, was disavowed in a resolution by the Montgomery County Republican Party

I believe in strong conservative, tea party principles as follows:

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

I'm OK with plank 81 of the RPT. (Term Limits: We support term limits of twelve years for federal and state offices). While I haven't been a fan of term limits in the past, dark money often rules in elections and unfortunately it's easy w/that money to deceive the electorate.

 

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

As noted in the first question above:

  1. Increase the conservative votes in GOTV campaigns to get righteous conservatives elected.  
  2. Grow the party by recruiting more conservatives to become (re)engaged in the party, including as Precinct Chairs.
  3. Make sure the legislative agendas developed at our conventions are implemented.
  4. Expose corruption in our local and statewide offices.
  5. Keep pressure on our elected officials to do the right things, including all the principles I espouse above.
Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

Flat Tax.  It applies the same tax rate to every taxpayer regardless of income bracket. Everyone has skin in the game.  Most flat tax systems or proposals do not tax income from dividends, distributions, capital gains, and other investments, which in my opinion, strengthens the economy by reinvesting

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

I, along w/Kelli Cook who took a leadership roll, pressured Commissioners Court to finally implement the Homestead Exemptions for those under 65.  Our meetings/presenations w/other taxing authorities also led to exemptions at the Mo Couunty Hospital District and Woodlands Water (formerly WJPA).  The Woodlands Township is also considering it.

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

Individual.  I'm a member of the conservative Gun Owners of America.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

The 10th Amendment of the US Constitution enumerates that "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people". I believe in State Sovereignty. The progressives often using the federal and even state government, as well as the supreme court, have perverted federal and sometime state law.  There is a movement to push back against unconstitutional federal laws and regulations on a state level. The principle is known as “nullification,” and was advised by many prominent founders, including Jefferson and Madison.  I agree w/that concept.

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

Absolutely not.  The government nor anyone else should be involved in murder of a child at any stage of pregnancy, beginning w/conception.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

Conception, as noted above.

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

I support parents directing the flow of federal (and state) education funds to follow their child.  Unfortunately, public education has gone down hill and seems to be involved w/satisfying federal and state test requirements than teaching children critical thinking skills.

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

Yes.  When there's a clear distinction between a Conservative and RINO(Republican in Name Only) and that candidate tries to deceive voters by advocating they're something they're not.  This would also apply particularly to non-partisan races, as there's really no such thing.  All races are partisan.

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

I didn't particularly like him before he was selected speaker.  So what he did didn't surprise me. It's pretty clear he offered a quid pro quo to MQS of Empower Texans.  Not only should the house try to remove him, if he doesn't resign, but he should do jail time if the Texas Ranges find him guilty. 

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No. No. No.

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

A combination of the Wall, electronic devices and patrolling.

Amnesty comes in many forms.  What's your view as it pertains to Texas?

Amnesty is defined as "an official pardon for people who have been convicted of political offenses".  Everyone interested in migrating to the USA must come through regular channels.  Otherwise, it's an affront to those who became a citizen the right way. 

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

As one of the leaders promoting the referendum, I wholeheartedly support it.  Our local resolution for the county became embraced by the state.

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

Yes.  I was part of a 7 member grassroots team formed to defeat the bond.  As with most bonds in Montgomery County, it appears this was also a money grab by the politicians on behalf of their donors (engineers/developers/contractors). It would increase the flow rate of vehicles pass desirable amounts in The Woodlands. And commissioners wanted to use our local tax dollars to construct these roads, instead of using what was available through  the Feds (HGAX-Houston Galveston Council) and state.

Other

What does being a conservative mean to you?

Traditional attitudes and values; cautious about change or innovation, in relation to politics or religion.  Fiscally prudent in any and all spending of public money.  I believe in a preemptive war foreign policy intended to defeat terrorism and promote global democracy, a more powerful legislative branch, supply side economics, support for gun ownership and deregulation at all government levels.

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?
