Curtis Locklear

declared

I am a lifelong conservative who has worked in numerous campaigns even back in the 80's. I have twice been a delegate to the Texas State Convention. I understand much of the workings of the Republican party, and, since I'm a retired educator, I have time to assist in getting good conservative Republicans elected.

General

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

The most important issue facing our nation is the country allowing the genocidal destruction of over 2800 babies a day through abortion and killing babies who survive abortions. I have been Pro-Life since the 1979's, attending the 1989 Republican State Convention where many Republicans still believed killing children was a good thing. Fortunately, with Ronald Reagan running for President, we were able to pass a Pro-Life plank for the first time. I even was one of the Pro-Family "generals" at the Travis County Republican convention. Again, against a horrendous gang of Pro-death abortionists, we passed the Pro-Life and Pro-Family planks.

I have often done block walking, and I continue to educate the need to win the election with all the organizations I belong to.

What do you need done? Just ask.

Do you promise, if elected, to abide by the RPT platform? And if not, please enumerate what problems you have.

Yes, of course.

What differentiates you from your opponents?

I have twice been a delegate to the Republican State conventions, have trained others in Precinct committee efforts. I have stood at the polls and handed out information, helped with mailouts, made phone calls on behalf of Republican candidates, and more. I am a retired school principal and have presented to thousands. I've been a conservative all my life.

Conservative

Please list 3 federal agencies that are popular in our culture and should be abolished

Bureau of Global Media,

Center for Nutrition Policy

Citizens Stamp Advisory.

Commission of Fine Arts

I could keep going.

Should Texas GOP limit their elected officials to 8 years or less from the same office, even though it will force some good candidates to leave an office?

I believe that the elected officials should be limited to 8 years. The idea of representative government is to allow others to represent their constituents.

When you leave office what accomplishment/s do you want to be your hallmark, your legacy, and why?

I want to have run a smooth election process at the polls, increase the number of Republican voters in my precinct, and increase the number of true conservatives involved, not just voting.

Taxes

What form of federal tax law do you support (e.g., current, flat tax, fair tax, other) and why?

I generally support a fair tax. The taxing system has not been fair for a long time ( although it usually gets better when Republicans control both houses and the presidency.) We should not add extra burden to those who have attained wealth through hard work, nor tax corporations so much to drive them away from America. By the same token, the code should be set up so that Democratic cronies like General Electric don't get away with paying no tax at all.

A couple of years ago, a resolution was put forth by MoCo GOP to institute a 20% Homestead Exemption.  Did you support or oppose this and why?

Yes, at least.

2nd Amendment - guns

Do you believe the Second Amendment grants an individual right or a militia right?

No question. It grants an individual right to own guns and even lots of them.

10th Amendment

Please explain your interpretation of the Tenth Amendment and the principle of nullification. Do states have a right of nullification? What should the federal government do if a state attempts nullification?

Nullifciation must be used carefully, but it says so right in the Constitution. The national government has far exceeded its powers as initially designed in the Constitution. I support a convention to re-establish the States' rights.

Other civil liberty

Do you support or oppose federal funding for Planned Parenthood and other agencies that perform abortions, both in the U.S. and abroad (even if they use money derived from other sources)?

Planned Parenthood is an evil organization that should be shut down because of its criminal behavior, killing babies and selling their body parts. No to funding, and the organization is no better than organized crime, sanctioned by the government.

At what point should the "right to life" or "personhood" be granted to new human beings (e.g., at conception, birth, 5 days old, etc)? What action, if any, will you take to reflect this in law?

God gives life. Life begins at conception. Period.

Education

Do you support or oppose allowing parents direct the flow of federal education funds (e.g., to their school or home school of choice)? Support? Oppose? Please explain.

I'm a retired principal. Since retiring, I've seen the demise of public education into a rattrap of secularism. If we don't put God first back in the classroom, then parents should have any tax money from the Federal Government of State Government to use with the school of their choice. Bravo, home schoolers, too.

Ethics

Do you agree with precinct chairs involvement in republican primaries? Why or why not?

Yes, the precinct chairs should be involved, because, hopefully, they know more about the process.

What's your impression of GOP Speaker Dennis Bonnen after he was caught offering a Quid Pro Quo to Empower Texans Michael Quinn Sullivan?  Should Speaker Bonnen resign?  Should he suffer legal ramifications for his action/s?

Sadly, buying votes has been going on since the first days of the republic - if not with promises, then with free alcohol. I believe a man is innocent until proven guilty, and I would allow the Republican Party heads to handle the situation appropriately.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

Nope.

Immigration

What, if anything, should be done to protect our borders from illegal immigration?

We need a wall, for sure. But we need to work with Mexico to insist they do a better job of stopping the caravans of people and other illegals. More importantly, we should find a way to stop George Soros and his ilk who are funding and pushing for the caravans.

Amnesty comes in many forms.  What's your view as it pertains to Texas?

First of all, it's not amnesty that is needed. We need to fix the whole process of becoming an American. It takes too long, years and years. Instead we need an established system where the people here on legal visas follow the law completely, go to classes on the American way of life, learn English, participate realistically in the economy and pay taxes like everyone else.

It's the system that is wrecked, which is why we have so many illegals here now.

Transportation

Do you support or oppose the referendum passed by both the MoCo GOP Executive Committee and SREC to allow voters, at the statewide level, to decide in the voting booth whether or not they want a particular toll road?  Why or why not?

I believe the voters should have more of a say on a lot of issues, not just on whether there is a toll road. Let's have some oversight of the road builders and their slow pace and lack of productivity.

Did you take a public position on the May 9, 2015 Road Bond, and if so, what was it? And in a few sentences, explain why.

I did not. I did not live here at the time.

Other

What does being a conservative mean to you?

Being a conservative has become more of an issue of doing God's work, than anything else. Our country is on a precipice. I'm an historian and I know from studying countless nations and empires that when the morality goes the fabric of the nation comes apart and the nation collapses. Currently, in America, the birth rate is 1.7 for Christian or non-affiliated American families. The bottom needed rate is 2.1 children per two adults. Muslims on the other hand, have 3 or more children per two adults. One does not have to be a mathematician to understand the dire future our country faces.

Do you support the Montgomery County Republican Party By-Laws as adopted by the CEC on 6/26/18?  And if not, why not?

Yes.
