The constitutional amendment authorizing the legislature to provide for the reduction of the amount of a limitation on the total amount of ad valorem taxes that may be imposed for general elementary and secondary public school purposes on the residence homestead of a person who is elderly or disabled to reflect any statutory reduction from the preceding tax year in the maximum compressed rate of the maintenance and operations taxes imposed for those purposes on the homestead.”

Major Issues

Commentary:

1.  Per Lt. Gov. Dan Patrick - Would give diabled homeowners or seniors 65+, who school taxes are frozen, a further cut;

2.  Per (per Valerie Swanson):  Cleans up formulas in the public school tax that the legislature overhauled in 2019 to ensure elderly/disabled Texans receive their rightful school district tax reductions;

3.  Per Dennis Tibbs:  This amendment does for HB3 what the 2007 amendment did for the statewide rate decrease in 2006, that had left out the Senior/Disabled freezes. Should be good;
