  • Nice guy. By the book.
  • Strong focus on customer service
  • Passionate about leaders upholding the law. Upset about opponent Constable Hayden possibly breaking law(by falsifying a government document)

  • Voted Democrat in 2010; Republican since
  • Lacks the demeanor of a law enforcement officer
  • Not very detailed in questionnaire answers
  • Doesn't seem like the right fit (temperment) for the position

Please describe the qualifications and experience that make you the best candidate for the office you are seeking.

I have approximately 25 years of law enforcement experience and I am bilingual in English and Spanish.  I have worked in almost all areas of law enforcement and I have been a Chief of Police.  In addition, I have taught for 13 years at the El Paso Community College as a Professor of Criminal Justice.

Please describe what you believe are the most significant issues in this race, why and what you'll do to address them?

(1) The Office of Constable must observe and uphold the law.  The current Constable has been sanctioned by TCOLE for "Falsifying a Public Record".

Should your current constable be involved in any criminal case, it is likely the criminal case would be dismissed because it would be proven at the time of trial that the Constable had previously "Falisided a Public Record".

(2)  There needs to be an Emergency Management Plan

The last tropical storm dropped large amounts of rain in the area.  There was no coordination between the schools, fire departments and law enforcement to create a safe area for the public.  (You pay school and county taxes, why did we not have this service even though you pay taxes?)

(3) Customer Service

There needs to be patrol in areas that are known to have "Crack Houses".  There have been individuals discharging firearms in neighborhoods and bullets landingon houses. There needs to be traffic control by deputies during peak traffic congestion times.  The public needs to be informed of outcomes of complaints.

What is your position on the public's right to record police or other government officials on public property?

Recording an event is helpful and I think it should be used whenever possible.

What is your position on dash/body cams & public availability of those videos?

I agree with the laws pertaining to videos.  They should be made available to the public as required by law.  I wish we had them in the 1980's!

Who is endorsing you and what is their relationship to you?

I seek endorsement from the public and not special interest groups.  For this reason, I do not accept campaign contributions.

Please describe the concrete goals against which you want to be measured in the coming term.

Please list all civic, political, and union organizations or individuals to whom you have contributed in the past five years.

To what extent do you believe the state or federal government should be able to obtain court orders directing parents to do things for their children that the parent does not believe should be done?

Other than Child Neglect and other serious conditions, the parents should be able to provide for their children without government interferrence.

Please list all conservative groups for which you are or have been a member, and list any positions held in each group.

Republican Party, nine years.

Please describe the changes you will make to improve the efficiency of the office for which you are running.

Please describe your position on the proper balance of parental rights and the welfare of the child. Please include a couple of examples.

Parental Rights-These are inherent  or compulsory rights allowed by law to a parent or guardian

Welfare of the child-Sometimes referred to as "in the best interest of the child".

What's your position on red-flag laws, expansion of background checks to private firearms sales, imposing civil liability on sellers of firearms, or any additional regulation of the private sales of firearms?

Our 2nd Amendment Right to bear arms is important. Red-flag laws seem to impede this Second Amendment right.

How will you improve the transparency and access to financial and other records for the public?

Easy, they would made public.

What are the top 3 areas where the budget for this office needs to be adjusted?

I will have to see where the monies are applied .  We must act within the budget and be responsible.

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

How should the sheriff/constable handle corruption in his department, even when he thinks there isn't any?

All written and sworn complaints will be taken seiiously.  These complaints will be investigated by this department and/or by a 3rd party.

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

The 'Good old boy" syndrome has no place in my department.  Only properly qualified personnel will be hired.  Proper testing and screening of applicants is just one tool to prevent this problem.

What is your position on taking federal money for your department?

Neutral.  This depends on the requirements and special obligations needed to fulfill the grant.  We should not accept a grant when there inherent obligations in which the community would suffer.

How would your election affect you financially?

A candidate should not run for office if he/she can not afford it.  I can afford it.
