Questionnaire

General

Have you ever been arrested? Ever had any tax liens? If so, start & resolution dates?

No

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

  1. I love my county, and realize we need help in the area of leadership.
  2. I have the education, the training and the experience to successfully perform the duties of Constable.
  3. I’m convinced that tough times are coming and I have decided to get out of my comfort zone and put myself out there again. I really believe it’s the right thing to do.

No, I don’t see any conflicts of interest.

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

I have a B.S degree in Criminal Justice from SHSU.

38+ years of service time as a peace officer.

Almost 18 years as an administrator, which includes Chief of Police at Aldine ISD which is the 11th largest school district in Texas. It is a bigger agency than the Pct. 1. Constable’s office. Also, I was the first Director of Police at Montgomery College and a Captain with the MCSO. I have written policies and created budgets. I’m a proven leader that has been tested time and time again.

What do you see as the 3 major challenges for your office over this next term?

  1. The county is growing and crime will increase.
  2. Willis ISD security is crucial (I’m very aware of that because of my experience at AISD).
  3. Effective lake patrol. An increase of population will also increase the number of people using Lake Conroe facilities.

What goals do you have in mind, if you are elected, and to which you want to be measured against in the coming term?

Effectively oversee the use of your tax dollars in the delivery of quality, community oriented law enforcement services. Run the department with integrity, transparency and financial responsibility.

Are the United States and Texas constitutions living documents?  Please answer in the context of Progressivism versus Originalism.

No, the US and Texas constitutions mean what they say without any progressive interpretation.

What is the job of a Constable?

Primary duties are to provide security for J.P. court and to serve papers and warrants from J.P. court. Other duties can be general law enforcement duties. Constables have county wide jurisdiction and are law enforcement officers. If they are available to assist other agencies with calls for service, that would be a big help.

Civic, Political or union organization or individuals to whom you have contributed (five years):

Eagle Forum, Right to Life, Mark Bosma Campaign, Kiwanis Club, TSTA (Texas State Troopers Assn.), Fraternal Order of  Police.

Please describe the best way for the average voter to determine which candidate for this office is best.

Go to meetings and forums. Talk to people you trust and get their opinion. Vet the candidate yourself.

Where do you think the possibility for corruption resides in county government?  How would you handle it in your department, even if you think there is none?

I believe corruption is widespread in Montgomery County. It would not be tolerated if I’m elected. Part of my career has been spent investigating public corruption cases against police and politicians.

How many hours a week working cases does it take to be a "good" law enforcement officer?

The number of hours that a law enforcement officer works on their assigned cases varies from week to week and overtime hours must be approved beforehand. I believe in being very frugal with tax dollars. Officers should always do their job in the most thorough and efficient way possible. It was my policy when I was in charge of budgets, and it will be the same in the future.

How many days off per year should the officeholder of this position take to learn (seminars & workshops) or teach (give educational or motivational talks) or network with other county officials?

I would estimate 10-15 days at the minimum. They are really not days off because the Sheriff is performing duties which benefit the sheriff’s office as well as the county. But, in no way do I believe that these days should be abused.

What have you done to prepare for serving in this role?

I obtained a B.S. Degree in Criminal Justice from SHSU. I have thousands of hours of training. I have served as an administrator at 3 different agencies, which include the 11th largest school district in Texas. I’ve done budgets and have written policies. I’ve hired and provided training for my employees. I would be very prepared going in because I’ve been through it all.

Who is endorsing you and what is their relationship to you?

I asked MCLEA and Conroe P.D. Associations last night. No response yet.

Budget

What are the top 3 areas where the budget for this office needs to be adjusted?

I don’t know exactly what is in their budget, but I do see a need to trim down the number of supervisors.  It appears that they have more ranking officers than they need. The department isn’t that big. Big waste of money.

What is your position on taking federal money for your department?

Taking Federal money must be with “no strings attached” if at all.

How will you improve the transparency and access to financial and other records for the public?

Any information that can be shared with the public should be shared. I would be very transparent with the people when it comes to their tax dollars.

Other civil liberty

What is your knowledge/opinion on Strong Cities Network?  What action would you take if the Biden administration attempts to implement it?

Strong Cities Network should raise alarms for Liberty Advocates. We should resist any attempt to implement this program.

What is your position of dash/body cams & public availability of that info

I like the dash/body cams because they can clearly show what happened. Any incident that is recorded should be public unless it would jeopardize the integrity of an investigation. But, the video should be released to the public as soon as possible.

Ethics

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

The “good ole boy” system is definitely a problem in Montgomery County. We need to elect officials that have been tested in that area, that aren’t afraid to stand up and do the right thing. It helps if they always have an opponent to try to keep them on their toes.
