What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

1. I come from a family with a tradition of service to the community. 2. I am a committed peace officer committed to protecting the community. I have been able to make a measurable difference in my first 2 terms and can do so in a third term.

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

25 Years of Law Enforcement Experience, 7 years as Constable Pct 4 Pct 4 Constables has become the fourth most productive law enforcement agency/department  by volume and by arrests. Behind only MCSO, CPD and DPS.  Our office is current with the JP court on civil process, our neighborhoods are patrolled and safer and our brothers in law enforcement have a reliable partner in east county.

What do you see as the 3 major challenges for your office over this next term?

 1. Population growth of the Pct. 2. Rapidly Expanding Retail will bring more people from outside the area.  3. As the economic conditions and mobility improves in East Montgomery County it will become a more attractive target for criminals from neighboring counties, like Pct 3 has.

What goals do you have in mind, if you are elected, and to which you want to be measured against in the coming term?

Deployment of Spillman Crime analysis as a tool to expand our crime interdiction programs. A Deputy assigned to commercial vehicle inspections. Implementing a security in the worship-place training program. Having Pct 4 be considered an in-hospitable place to commit crime.

Are the United States and Texas constitutions living documents?  Please answer in the context of Progressivism versus Originalism.   

I tend to lean towards a Originalism point of view, where the US Constitution is silent the judges should be also, leaving those matters to the state. In both cases the amendment process is the viable method of change. 

What is the job of a Constable? 

Primary role of the Constables office is the service of process, warrants and providing security for the Justice Court in the Pct. All officers are certified peace officers and as such we are a law enforcement agency that patrols and interdicts crime in the Pct.

Please describe the best way for the average voter to determine which candidate for this office is best.

Experience, preparation for office, accomplishment in the profession.

Where do you think the possibility for corruption resides in county government?  How would you handle it in your department, even if you think there is none?

I know of none, perform an internal investigation, bringing in resources from the Texas Rangers as necessary.

How many hours a week working cases does it take to be a "good" law enforcement officer?

Officers are on duty performing their tasks 30-32 hours per week with the remaining being responsible for paperwork, training and testifying.

How many days off per year should the officeholder of this position take to learn (seminars & workshops) or teach (give educational or motivational talks) or network with other county officials?

I think networking and additional training is essential to keep all elected officials current. I would think 2-3  would  be necessary to get required CE hours.

What have you done to prepare for serving in this role?

I have 25 years of law enforcement training and experience and have served 7 years in office.

Who is endorsing you and what is their relationship to you?

I enjoy the endorsement of most of my law enforcement peers in and around Montgomery County as well as those in the business community and governmental offices that

Budget

What are the top 3 areas where the budget for this office needs to be adjusted?

1. Fuel and Vehicle maintenance.

2. Personnel as the growth continues.

3. Commercial vehicle division.

What is your position on taking federal money for your department?

I won’t take funds, grants or assets that have strings attached that would make me beholding in any way.

How will you improve the transparency and access to financial and other records for the public?

I have assigned one person to be responsible for all open records request. Budget is public record.

Other civil liberty

What is your knowledge/opinion on Strong Cities Network?  What action would you take if the Biden administration attempts to implement it?

A Federal Program. Once again as with question #8  I would resist any federal program that was anything more than a 2 way street of information sharing and that had federal reporting responsibilities.

What is your position of dash/body cams & public availability of that info

We sought and obtained a grant from EMCID for body cameras for our deputies, I find them to be an asset for the department and the public. Although the access is burdensome and storage expensive. I have assigned a deputy the duty of fielding requests.

Ethics

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

I have developed a 4 person committee to do first interviews and make recommendations to my Chief and I for second interviews.
