1). Up for Re-Election, 2). I love helping people and the community. 3). Serving the people who have elected me to this office and keeping this office strong.

I have over 40 years Law Enforcement Experience. I have 15 years as the Constable for Pct. 2.  I believe in Professionalism, Pride, Honesty and Integrity.  I do not take this job lightly and I am honored and proud to have the people that believe in me and have elected me to this position.  I have a great staff and I have asked each and every one to always serve the people and do it proudly.

What do you see as the 3 major challenges for your office over this next term?

1). I need man power to serve the people in Pct. 2 just as other Precincts have. 

2) Incorporating the new Spillman System into the Department. 

3). learning all of it, for it is going to be a big change, but I believe a good change.

What goals do you have in mind, if you are elected, and to which you want to be measured against in the coming term?

 To keep this office working and a strong manor as we have over the past 15 years.  To keep this Department working even closer with Conroe Police Department and other agencies. 

Are the United States and Texas constitutions living documents?  Please answer in the context of Progressivism versus Originalism.   

The Constitution are both living Documents and were designed for the good of all mankind.  I am not sure what you are asking here, but I don’t think they need to be changed or altered in any way.  These documents are to protect the people from government and should not be changed by them.  I firmly believe in them.

What is the job of a Constable? 

Our primary function is Civil Process first and foremost under the law.  However, we still have the same responsibilities as any Law Enforcement Officer to uphold the Laws Of Texas and the Laws Of The United States.  The only laws we are not allowed to uphold are Municipal ordinances

I am the only Candidate for this office with over 40 years experience as a Law Enforcement Officer and 15 years experience as the Constable.  I am the only one with a stable home life married to my wife for over 41 years.  I am the People’s Choice, A Proven Leader

Where do you think the possibility for corruption resides in county government?  How would you handle it in your department, even if you think there is none?

How would you handle it in your department, even if you think there is none? Well, that is the good old boy, you do for me and I do for you.  I do not have this in my department and if I found that someone was involved they would no longer be working for me!  Like I said earlier I believe in Professionalism, Pride, Honesty and Integrity.  I had one that had problems with this system and he no longer works for Precinct 2 Constables Office.

How many hours a week working cases does it take to be a "good" law enforcement officer?

I thinks officers should work their 40 hour week and go home, but sometimes there are certain cases that you are working on just take all your time and there is no number you can put on it.  Deputies on the street and detectives are two different jobs.  I can tell you I can’t remember when I worked just 40 hrs in a week.

How many days off per year should the officeholder of this position take to learn (seminars & workshops) or teach (give educational or motivational talks) or network with other county officials?

This is a hard question to answer with days off.  In Law Enforcement we have to attend so many hours of schooling each and every year, mandatory.  Our continuing education never stops and there is always something new that is coming up that we in management position need to learn.  Some schools are 1 or 2 days and others maybe a week.  I have attended and Constable leadership school that was broken up into 3 sections and each was a two week class.

What have you done to prepare for serving in this role?

I have served the people for over 40 years in law enforcement and have served the people here in Montgomery County for over 30 years.  I have been the Constable for the past 15 years.  I am honored and proud to serve the people that have elected me to do this job.  I have spent many hours when I first took office in 2001 to bring this office up to where it is today.  I am humbled by the support of the people who have given me this job and it is a job I do not take lightly.

Budget

What are the top 3 areas where the budget for this office needs to be adjusted?

I am very proud of our budget, for we have never had any waste in our budget nor do we ask for more than we need.  Every dime we have in our budget is used for and to maintain this office.  Therefore there is no adjustment needed in our budget

What is your position on taking federal money for your department?

We are very limited as to what grants we can apply for as Constables, but I do apply for grant money whenever there is one that comes up we can possibly get.  I am not going to exchange or give up anything just to get money.

How will you improve the transparency and access to financial and other records for the public?

This all has to go through the open records act and then has to be approved by the County Attorney.  However, this office has nothing to hide, trust me when I tell you I am audited on a monthly bases.

Other civil liberty

What is your knowledge/opinion on Strong Cities Network?  What action would you take if the Biden administration attempts to implement it?

I am not sure what you mean when you say strong cities network, but I do believe in working together, but I do not believe in anything that Obama is doing.  He has ruined this Country and it is going to take some time to recover from his doings.

What is your position of dash/body cams & public availability of that info

I am for them, each one of my deputies and that includes me have them in the patrol cars and on their uniforms.  I do not have a problem with anyone looking at them, but again I would have to go through the County Attorney Office before I released anything.

Ethics

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

I think it is a big problem, but I do NOT believe in the good ole boy system, never have never will.  I have always hired someone because I believed they could do the job they are being hired to do, not because they are someone’s good buddy.  I am not sure just how you would get past this kind of system, it would have to fall upon the department head.
