Born and raised in Houston, Jennifer Eckhart is a 7th generation Texan.  After getting married, Jennifer and Steve moved to Connecticut for Steve’s job.  During this time, Jennifer graduated Magna Cum Laude from the School of Business at UConn.  They returned to Texas after 3 years to the Champions area of North Houston.

They made Magnolia their home 21 years ago when Jennifer was working in The Woodlands as the Vice President of Life Forms Mortgage.

Jennifer has a track record of bringing her business skills, work ethic and servant’s heart, into every role she has undertaken.  She has expertise in construction, financing, business management and believes in fighting for conservative values.

Jennifer was recruited to serve on the neighborhood HOA Board and began working with adjacent neighborhoods on joint drainage issues.  While studying and working on local issues she became increasingly frustrated by a lack of action that would improve the lives of the people in Montgomery County.  She learned about the County Commissioner’s role and the impact she could have and decided to run for the position.

Jennifer will use her skills to benefit the people of Precinct 2 and the rest of Montgomery County.  She will do more than vote for lower taxes, she will stop wasteful spending and drive better management and efficiency.  She will bring back ethics and transparency. She will not be involved with nepotism in Precinct 2.

Jennifer will prepare for the expected exponential growth with comprehensive planning and improved infrastructure, by funding our police, all while working to keep our small-town feel.

Pros

Questionnaire

General

Name three main reasons you believe you’re the best candidate for this position?

1.  Strong conservative beliefs - demonstrated by my voting record, and the organizations that I give my money and time to, and how I live my life. 

2.  Strong business experience - worked my way to a VP position, secured and closed $37mil in revenue in a industry that requires many deadlines, organizing several moving parts and dealing with strong personalities. 

3. Work Ethic - I bring my character and my moral beliefs with me to work.  I believe in order to be a strong witness for Christ, I must do my best to be above reproach in my actions.  I will not be using my position of influence as an elected official to harass, bully, inappropriately pressure or target any other person.  I will not be using the office to garner favor in any inappropraite way either.  Just because something isn't illegal, doesn't mean it's ethical or appropriate. 

Do you favor term limits? Please explain why or why not.

Yes.  I do not belive our founding fathers intended public service to be a career for life. I plan to limit myself to 2 terms.

Will you vote to require a supermajority vote to approve bond elections?

Yes.  Taking on more debt should always be the choice of those that pay that bill, the taxpayers.  The county's current debt ratio is currently too high in my opinion. 

Do you think the county needs to zone areas to control population densities and development patterns?

I know they make changes either way due to the request of certain neighborhoods that have both types of properties.  I support personal property rights.  I was born and raised in Houston, the land of no zoning.  Unless there is some odd case of something affecting the health, safety and welfare of the inhabitants of the area, I think the county should refrain from interfering. 

Under what circumstance will you vote to award any contract with less than three qualified bidders?

I will always prefer a minimum of 3 qualified bidders.  If there is a situation where there are not enough qualified bidders, then I would have to consider the options available.  

Since TAC (Texas Association of Counties) is very unfriendly towards taxpayers, will you vote for or against including Montgomery county membership to TAC? Why?

I do not support paying fees to organizations that work against the interest of taxpayers.  Any memberships paid to various organizations should result in a worthwhile return on investment. 

Do you oppose the use of public funds, other than for needed infrastructure repairs, to subsidize the cost of private facilities such as stadiums, arenas, hotels and other such entities?

Yes.  I do not believe it is the role of government to subsidize private businesses.  

Will you vote for or against Certificate of Obligation Bonds? When is a Cert. of Obligaton warranted? Though statutory(created by legislature), would you publicly condemn it's use?

I believe the intial idea of COs was to be for true emergency situations.  Many good intended ideas, once in the hands of most government officials, go south.  I think we need more preventative measures for non-taxpayer approved governement spending, not less.  I would prefer a proper contingency fund for emergency situations.  Pay raises or buildings are not emergencies. 

I voted against the recent Amendment to allowed counties to use financing to revitalize areas. 

 

Did you take a position on The Woodlands incorporating?   Why or why not?

I did not publicly take a position on The Woodlands.  I do not live in The Woodlands.  I do believe while at first glance it sounded like it was adding a layer of government, it actually allowed for the negating of certain larger governmental authorities.  I believe the closer and smaller the elected government entity, the more control the local voter has over it.  I did have a concern that since incorporation would bring governing offices with more power and authority, that the Democrats would fight harder to become elected.  

Budget

Will you vote to limit budget increases to a factor based on population growth and inflation? Explain.

Yes.  I would hope that we could curb it to just population growth.  But considering what is happening currently with inflation and the rising costs of materials, the inflation increase may be necessary.

Do you support using zero-based budget practices for every governmental entity, elected and appointed?

I do.  I believe it would take some time to implement as the Sheriff's department is the only one using it now.  I am frustrated by the broad classification on the financials and expenditure reports of many of the purchases made in Precinct 2.  I believe the county needs more detailed classification for the expenses and purchases.  They need to be assigned to a job, a work order, a vehicle or similar.  If we are purchasing 10 sets of tires, we should know which vehicles those are suppose to be on, and that a set is not going home with someone.  How are you forecasting and budgeting if you do not have good data?

Zero based budgeting would also flush out these various "slush funds".  Prec 2 has an account Misc 760.  There is $100,000 attributed to it yearly, to be used as however deemed fitting.  I would not be using this method even if not able to implement Zero based budgeting for some unknown reason. 

What are the balanced budget “rules” for Texas counties in general and for Montgomery County in particular & how/when would you balance the Montgomery County budget & pay off debt?

Texas Property Code /SUBCHAPTER B. BUDGET PREPARATION IN COUNTIES WITH POPULATION OF MORE THAN 225,000

It's requred to "balance the budget".   We need to do more than put the numbers in the correct columns though.  We need less "slush funds" .  We have too many "Misc" accounts because of the lack of the ability of the current Commissioner to budget, forecast and plan.  I prefer a zero based budget which leaves very little to nothing to the whim of an elected official. 

Taxes

Do you support a requirement that any government entity require a two-thirds majority to impose any tax increase?

I do think that it would be a better system, but I have no illusion of a Bill being passed to require it. 

Debt

Will you vote for increasing the public debt of your jurisdiction to fund road construction/maintenance?  Explain why/not.

I would if the voters have approved a Bond.  I do not plan to use COs

Ethics

Do you believe the private conduct of a public official is relevant to that official’s suitability for office?

I do not expect an elected official to meet the standards I would require in a husband or pastor. However, I do expect that an elected official conduct themselves in a manner that is worthy of the voters' respect and trust.  Personal behaviors should not impede on your ability to fulfill your responsibilities of the office. 

Is there anything in your background of an embarrassing nature that should be explained before your election? Arrests/Convictions? Bankruptcys?

No. Excellent credit. No arrests, convictions or bankruptcys.  But if any pictures surface from the 80's, I might regret how big my hair was. laugh

How much of a problem is county hiring based on the "good old boy" / "loyalty to leadership" instead of one's ability to efficiently and ethically perform their tasks and functions? and what can realistically be done about it?

We need a matrix style employee compensation program.  We need nepotism rules.  Nepotism leads to officials voting on their family's raises.  It causes friction within a dept because of the special relationship.  I know there has been much said about this issue, but I am unsure how many family members actually work in the county government. 

Transportation

What's your position on Toll Roads?

I am not for Toll Roads.  I see them as a double tax.  Your tax dollars were used to build them, and then you have to pay to use them.  

What's your position on county using taxpayer money to fund Toll Roads, yet using toll fees for maintenance?

I realize the Toll Road Authority system has been in play for decades.  I remember when Beltway 8 first came to Houston and we were promised money for the schools once it was paid off.  I doubt that ever happened.  

It's not the issue of the funds for maintenance so much as I just do not support toll roads.  I believe they are a double taxing system. My gas tax dollars fund most of these type of projects for TXDOT.  Then I am required to pay again to use it.  People in Texas drive a lot, and therefore buy a lot of gas.  Is TXDOT really hurting for money? Or are they like most government entities that can not manage their expenses?

Other

Will you agree to abstain from giving tax-payer funds to non-profits?

The only time I would agree to use tax payer funds is if it is due to a partnership/contract/agreement to handle county services thru a non-profit. 

Do you consider the salary increases for County Commissioners over the past 10 years to be equitable in light of the salary increases for other county officials?

I believe the Commissioners are overpaid.  

What would you do at the county level to protect citizens from the federal or state government?

I would do everything Constitutionally allowed within the county's purvue. 

In light of census data showing avg. MC taxpayer salaries of $40K, what salary would be appropriate for commissioners?

I think the appropriate salary for the commissioners should be between $125k - 150k.  Those elected should work full time, if not more, at this. The work it will take to revamp and improve the mess our current and prior officials have created, will be extensive. 

FYI, I made a six figure income prior to taking time off to be at home with my children.  I can return to the private sector and make that kind of money again.  I fully intend to earn every dollar of compensation I would receive.  

Do you believe Americans should be forced to provide medical care and public education to people who are in our country illegally?

No.  

Did you agree or disagree with the governors' mask mandate during the 2020 Covid 19 "epidemic"?  Would you have enforced it at the local level?  Why or why not?

I did not agree with it.  There is no pandemic clause in the Constitution.  I would not have forced a mask mandate.  I would have provided the information that was available at the time, and allow people to make their own decisions.  I have a Libertarian slant in regards to liberties and rights.  We should always ask,"can and should the governement do this?"
